This happened to my lemon 2023 MX. Seat was replaced. Happened again a few months later. Never tried to get it fixed again because the car had devolved in other ways that made driving it unsafe. It was lemoned after 9 months.

I got a 2017 and the 40%/Single seat is having the same issue as everyone else where it is stuck. It is a bad gear inside that puck posted by @DavidNYC. You can order the part (1093238-00-F) through Tesla for around $30. My service appointment to pick up the part have been moved to 3 weeks out now. So I went ahead and opened up the cable box behind the puck and pulled it manually to release the recliner lock. Over engineering i tell ya! Everything works with the manual levers now. Just don't push the recline button until the broken parts gets replaced or you have to go under the seat and manually pull the cable again.

Sorry was out on a road trip as well. Just cut the zip tie holding the black box and slide the seat all the way to the front to have room to work on it. Good luck and let us know how it went! Thanks @stakker
I'm going to try this on mine. The seat has been stuck for weeks and I'm getting soo annoyed especially as we have a weekend road trip coming up.
I hope to God that this works.
Any other words of wisdom before I take the challenge on today?
put that lose cable back in that plastic in the middle and pull to where it show it is shorter. there is another black box underneath the seat at the front area for the side handle cable.Well I followed the instructions and was finally able to get the seat to move from the 45° angle and be able to lay flat - wahoo! Unfortunately, the seat doesn't actually lock in the normal position, so I'm not sure how to do that. Any ideas anyone?
The last problem is the side handle is still lacking any tension which may contribute to the issue I have with the seat back not 'locking' into place.
I'm going to order the new part and hopefully this resolves the issue fully.
I popped a picture I got from the video I took of that little black box behind the motor.

Yes - you will need to open up the gearbox and cable reel that is attached to the first cable switch that you opened, and release the tension on the cable reel. When it tightens up it pulls the latch up so the seat can move. By moving the metal block (but not the cable) on that cable switch, you only get half of what you want.Thank you @stakker
I have been able to open the box for the side handle but still have the seat stuck at the 45° angle or flat.
Just wondering if you have any final ditch ideas before I give up?

Thank you soo much for replying. I'll give this a try tomorrow and report back (hopefully with good news).Yes - you will need to open up the gearbox and cable reel that is attached to the first cable switch that you opened, and release the tension on the cable reel.
