I have not read that chill mode limits anything other than the throttle pedal response, maximum power while accelerating. Why would you expect chill mode to affect the climate control system?
It can affect the range when the driving involves frequent stops if you have a heavy foot. When driving on the highway, unless you are frequently using extra power to pass slower vehicles, the power consumption at a constant speed should be the same whether is chill mode or standard mode (or sport mode in a sport model vehicle)

In Model S and Model X, Range Mode helps conserve energy by limiting the power of the climate control system. Chill Mode, in the Model 3 and Model Y, remaps the throttle response, limits power and acceleration. Chill mode is recommended for driving when roads are wet or slippery. Chill Mode, along with the Low setting for regenerative braking reduces the potential for loss of traction and loss of control of the vehicle. Chill Mode is also good to use when you don't want to subject your passengers to sudden acceleration. When first learning to drive a new Tesla vehicle Chill Mode can be a relaxed way to drive.
