It seems this keeps being misunderstood, but the reservation numbers are randomly generated and have no relevance to your order in the queue. It's your time of order that matters.
That said, Tesla has stated orders from Texas and California will be first. This is likely due to meeting those state requirements (and testing they have been doing over the last several months in those states). I expect Tesla is working hard to get all other state approvals on the Cybertruck, and I'd expect that will happen in the next 30-60 days. It may also be that they have trained the service personnel in Texas and California first on the Cybertruck, and need to train personnel in other states before deliveries are made. I doubt this will be much of a delay.
In addition, Tesla is likely to ship Cyberbeast orders first, and Cybertruck AWD second, so those buying the Cyberbeast are likely to get priority at first. So far it appears when they do ask people to order, you get your choice - just be aware AWD orders may be processed later than Cyberbeast. It's unclear what happens if you decline to order (i.e. you don't want the foundation option and/or want the RWD). My guess is you will be notified again in reservation time order when those variants are available.
