There has been a fork lift at the site for months. As of this morning, it had been removed.

If you call ahead of time and explain that you're visiting, the store at the Domain will let you use their HPWC.

Thanks for the tip, good to have some backup plan. I might be able to plug at Home2 or at Dell campus as well.
The Rudys in Round Rock area has BBQ. And an 80a HPWC.

Checked again this morning, no one on site. I tried backing in to the stall closest to the transformer and it was difficult. If there would be a Model X in the 2nd to last stall, you would have to take a few tries to get backed in to that last spot. It's such a small parking lot.
PROGRESS.
Drove by the site today and Austin Energy has installed the drop from the pole.

Here's some updated info from Austin Energy that a local Tesla owner was able to get in response to an email.
"Thank you for your interest and support. AE requires a specific utility approved component which has been backordered for some time. We do expect to have this part shortly and the site operational soon. I cannot provide any more site opening specifics as timelines can be affected by other externalities.
Suffice to say, we also are anxious to open this project and get Austin online and available to the network."

The "specific utility approved component" must be the meter can...as it seems to be the only hardware not shown in the pictures.
The permit now has a final inspection scheduled for tomorrow.
The electrical contractor was at the site this morning installing the meter can.
Talked with him for a minute, nice guy, does a lot of work for Tesla.
Shouldn't be long now.
