Website is showing an active permit for the site at Black Bear Casino, but I sure can't seem to find one online.
1. The "permit" dots on SC.info don't mean an actual permit. They use the term as a catch-all for any identified site in the pre-construction development phase.

2. The basis for that dot is the utility location request linked to in the opening post of this thread. In this particular case, it's a small stretch as the connection to the supercharger isn't explicit, i.e. the locate request doesn't actually say "Tesla" on it somewhere. But I explained why I'm confident this is the location and my track record for finding sites is pretty good.

3. The site is on tribal land (Fond du Lac Reservation), so you won't find a building permit or application listed online in any state/county/city building department list or registry. Only place it would be is if the tribe publishes applied/approved projects.
 
No guarantee that this is actually for the supercharger, but it's possible that construction is going to be starting on them in the next few days. There's a new utility locate request for a relevant portion of the casino parking lot for the purpose of "Underground Electrical" work planned to take 5 weeks and which may start as early as tomorrow:
So anyone who is going to be in the area over the next few weeks, please swing by and check. The exact spot for this work is HERE.

It is not enough to change to construction. Something is happening but the photos do not confirm a supercharger or urban chargers. We need more evidence. A box with Tesla logo, or boxes that are clearly consistent with a supercharger installation. We should know one way or another soon though as something is definitely happening at this location.

I posted this on another thread.

Drove by the Black Bear Casino and noticed a section of the parking lot being torn up. Talked to a construction crew member and he confirmed Tesla superchargers were being installed. He didn’t have a completion date. Black Bear is located at the intersection of I35 and Hwy 210, a couple miles west of Carlton MN. Doubt I’ll ever use it since the casino is less than a mile from my house. It’ll be nice when the Bemidji supercharger is ready.

The pictures look good.
 
Here’s my Wednesday evening update as promised. The Tesla fairy made a delivery today. 2 V3 cabinets, 8 pedestals, 3 rolls of 4” seal tight flexible conduit. A large flat base plate or fixturing tool. The dirt work area has been marked out with the locations for the concrete bases. No digging yet, but that will likely start tomorrow. Lets get the map updated to a Construction cone.

This SC seems kind of redundant with Hinckley and Duluth. Any thoughts about that? Maybe Duluth is too small and too odd to get to...or you can't drive into the ramp with a canoe on your car?

Not really redundant since it’s just before the MN hwy 33 split that heads up to the iron range and points north. It also allows you to skip Hinkley and avoid going into Duluth. I’d really like to see a new V3 at the Duluth Target on US 53.

Duluth only has four V2 chargers. The Black Bear location should be V3. The Fond Du Lac solar farm is going to be expanded, I believe so anyway since I received a notice from the county planning commission. But I agree, the more the merrier!
