Can't really tell from the photo, but V2 sites have been having "charging gateway" boxes added to the sites across the country. One per site though, not one per cabinet. The working theory as that the charging gateway's being added provide updated cellular connectivity for site monitoring/status info to address the 3G cellular network shutdown. The boxes look identical to solar gateway boxes for those that have Tesla solar at home.
I think this looks very different though. I'm not sure per-cabinet small battery storage would add sufficient capacity to offset demand charges, but that's the other thought that came to mind.
