My best guess is that pad is to support the transformer when it does arrive? I'm curious how much more time before this station is up. My guess is another month since one the inspections was "partially approved"
The concrete pad itself supports the transformer. The metal tray around the pad is HAZMAT containment in the event the transformer ever leaks oil. I’ve never seen this type of containment used for a utility transformer, and I’ve never seen a transformer leak oil. ¯\_(ツ)_/¯
Just posted in Seattle 45th before I saw this. . Transformer most for containment as I hav surmised and @Big Earl confirmed.

In this context, does "complete service conductor termination" mean installing a transformer?
Connecting from the service point to Tesla equipment. Transformers are property of the utility and installed by them. Usually not part of these permits.

Anyone have a random guess from previous experience how long it will take for a transformer and final hookup? I leave near here and very excited for this station to open

I'd guess that the transformer is the thing this is waiting on, and that's up to Seattle City Light... so, no idea
could be months, could be a week. I live in Shoreline too.

Waiting on transformer, meter, and probably some programming too, but this site is getting a pair of trash cans:
Tesla's website now shows this station as opening soon with a target of 2024. Shoreline wasn't on this map a couple weeks ago. Also, I noticed they're targeting another 3 stations with a 2nd Northgate, Ballard and Bellevue locations.
This is pretty much just showing stations under construction now as the grey coming soon. There might be one or two that haven’t started but I think it at least means a permit has been approved/issued.

Seattle City Light, two guys. is working on it now. Looks like the meter is going in. No transformer though. Guy told me he didn't know anything about when the transformer was coming because that's a different dept.

From the last photo it seems some de-striping is needed in at least two stalls.
