I was a bit concerned about the slow charging issue before going through Vacaville last weekend. However, the charging was fantastic for me both times - Saturday ~10am (with no other cars) and Monday ~3pm (all stalls full). Both times the power was normal. I was on 1A both times.

Looking good! I see they did mark the wide stall as a handicapped space. I thought about starting a rumor that is was reserved for the Tesla Semi-truck.

Vacaville has rarely been full, at least during all the times I've used it . I once got 25kw but because I picked a paired stall. Moving to an unpaired one fixed that.
The cabinets pictured are the Supercharger cabinets and they are water cooled. The transformer is provided by the utility and it is usually oil cooled. The switchgear is in separate cabinets and typcially don't dissipate enough power to require cooling of any kind.
