Why not just install 10 from the start then? Just seems silly and like it would just cost more money down the road than it would be to do 10 from the beginning. Just my 2 cents.
The issue usually has to do with how many parking spaces the landlord is willing to dedicate to EV charging. I have found that getting the dedicated (ICE free) parking spaces is often the biggest issue for EV charging infrastructure. Once there is a lot of Tesla traffic putting many valuable customers into the shopping center (or wherever), the landlord will probably be willing to dedicate more parking space. If there are only a few cars a day, it's hard to dedicate 5 spaces and 5 shared spaces to begin with.
