Here is a follow-up, now that I have my solar hooked up with the power utility. I currently do not have consumption data displaying within the Tesla app, however, after getting a call to Tesla routed to an inverter specialist, she confirmed that the Neurio is installed to give the inverter production data. She suggested that full activation of the system behind the scenes can take some time after I am given PTO and that it is likely that something on their backend will trigger to let the app know it can display consumption data. She said if that does not automatically happen to log out of the app and log back in and if that did not work still to call them back and get back to her department. She suggested I take a look at
Connecting to Tesla Solar Inverter | Tesla Support and connect my phone to the inverter after cycling the power on it. She explained that the UI there will show that the Neurio is transmitting data to the inverter. So... I did just that. The UI is pretty straight forward and I can in fact see the consumption data (or rather how power is flowing to/from the grid) and looking at the Site Meter tab I can verify that the serial number they have input is the same serial number that is on the sticker on the Neurio. To further test I removed one of the CTs around my utility power in and saw the Site Meter instant flow halve immediately, further indicating the consumption data would be based on data passed to the inverter by the Neurio.

I am going to give Tesla a week or so and then log out and re-log in to the app an see if the UI changes to allow me to see the full power flow. If not, I will be calling them back and asking them to fix the issue on their end.
I think at the end of the day the confusion around all this is because they stopped manufacturing the PowerBlaster as they knew they would be going to their own in-house inverters. However, it is likely they didn't roll out the Tesla Inverter before they ran out of PowerBlasters, and as such, they had to save face and make it seem like they were doing away with the ability to see consumption data. Not that the Tesla branded inverters are rolling out, as per the original plan, they are being installed with Neruios that will allow the full functionality that installations with the PowerBlaster had.
As before, I will follow up as things change.
