Clearly doesn't understand that the State of California is not preventing the opening.
(Or that Musk has opened the plant despite Almeda County's shelter-in-place Order)
Whilst the Governor of California announced last week that he would let manufacturers in parts of the State reopen from 8th May, he also said local authorities could keep stricter measures in place.

I understand Musk’s frustration and I suppose it is not helped by what seems to be a haphazard and uncoordinated response. It would appear different states have different rules and even within the same state, different counties are doing things differently.

There may be merit to unlocking the low risk group and focus the protection on the vulnerable only.
