In the inventory section there are currently 53 Model 3 cars with mileage on them. They are under the new car section as opposed to the used car section which is a bit misleading.

Is this an effort to sell stock before a price reduction?

Check Sandy Munro's tear down of the Model Y on Youtube. Casted back end means it made from an aluminum welded cast pieces on the Model 3. Back end on the new Model Y has a single plastic insert.

True. Plus plenty of people buy used cars and have no clue how the previous owner(s) drove them. At least you know with these cars that they will have been rinsed by test drivers (although I was very considerate when I did my driving day with Tesla, I treat other people's property with respect), and if they're sold as new and have the normal right of flagging issues on collection then it seems like it would be a safe purchase to me.
