What charger ? I am doing most of my charging from a stove-plug (NEMA6-50).
Tesla has adapters for all kinds of plugs, such as RV, dryer, stove etc. outlets.

The car itself could track the data and report it to the supplier so that the bill for that charge includes tax for roads.

Unless you are also using a homemade EV, hacked together from whatever was left after hacking together the low-amp charging solution.
