WA State EV Sales Tax Exemption Updated

Since I can't edit comments... This was hidden in the quote, but my reading of the actual RCW is that if WA hits 7500 sold in April, DOL wouldn't notify of that until May 5th (7a). Thus, the tax break would end June 30th. Of course, if DOL notifies early for some reason, and notifies of 7500 in April, then the tax break would indeed end May 31.
Looks like I’m safe taking delivery on Tuesday 4/17. :)
FWIW
Delivery Specialist in LV handling my Portland OR delivery said they are in communication with Washington and told me that the 7500 has not been hit yet and that the exemption is still in play.

I finally got the invite (one of those line waiters Tesla had missed) - and configured - since there was no way to get sales exemption & fed tax credit for std range.

So, with 6 wk for delivery and minimum 6 weeks for sales exemption to end its going to be a nail baiter !

ps : I wonder whether they are delaying notification this month as they expect to hit 7,500 one of these days - and want to do a final notification ?

Lol oh please no! The youth is going to be voting in record numbers to make sure the second term doesn’t happen right?!

Most of the chatter I hear in DC is that Trump plans to extend the federal 7500 tax credit because he doesn't want American auto manufacturers (Tesla, GM) to lose ground against the Japanese.

As for a second term, as James Carville liked to say, it will depend mostly on the economy and how it's doing.

In addition, the youth vote might matter but as in the previous few elections it's going to come down to a handful of states and to be more precise a handful of counties within those states so the youth would have to be in exactly those 20-50 counties that will decide the election. i.e., a bunch of youths voting for Oprah Winfrey (or whoever) in WA state or CA don't matter.

True. And this country is so stale we just elect a president for two terms and then elect the opposite part for two terms after that and back and forth back and forth.

There is no electoral college within states fortunately. So a vote in Philadelphia counts just as much as a vote from shithole Western PA.

I also would not bet on Trump winning re-election.

DOL and DOR have not updated their web sites yet, so I am not sure whether we hit 7,500 cars in March, or if they simply feel confident that we will do so in April and intend to make the notification in April as well. But DOT says that the sales tax waiver will expire on May 31. Email I got today from [email protected]:

Thinking of buying or leasing an electric car? Get it by May 31 to save up to $3,200.

Washington’s alternative fuel vehicle sales tax exemption is coming to an end. If you, your organization, or someone you know plans to buy or lease a new plug-in electric vehicle, please note that you must take delivery of the car by May 31, 2018 to qualify for the state’s sales tax incentive. Starting June 1, regular sales and use taxes will apply. See the message below for more information.

If you receive your vehicle after May 31, you will be required to pay all applicable sales tax.

Alternative fuel vehicle sales tax exemption ENDS May 31
The Department of Revenue has notified the Washington State Auto Dealers Association that the alternative fuel vehicle sales tax exemption will end on May 31. To receive this tax exemption, your vehicle must be delivered on or before May 31, 2018.

The list of qualifying vehicles is available at http://www.dol.wa.gov/vehicleregistration/altfuelexemptions.html.

The exemption
  • Only applies to new vehicles.
  • Only applies to the first $32,000 of the selling price or total lease payments if the customer leased the vehicle prior to the exemption’s expiration.
  • Expires on the last day of the calendar month after the Department of Licensing determines that 7,500 vehicles have qualified for the exemption.
To qualify, a vehicle must:
  1. Have a base model MSRP under $42,500 and be on the list linked above; and
  2. Be a passenger car, light duty truck or medium duty passenger vehicles that:
  • Is exclusively powered by a clean alternative fuel; OR
  • Uses at least one method of propulsion that is capable of being re-energized by an external source of electricity and is capable of traveling at least thirty miles using only battery power.
If you are receiving your vehicle after May 31, 2018, you will be required to pay all applicable sales taxes.

Interesting. One of the requirements of the law is:

Upon receiving notice from the department of licensing under subsection (7)(b) of this section, the department must provide notice as soon as is practicable on its web site of the expiration date of the exemption under this section.

If they already reached 7,500 in March, then not having notice by April 13th is clearly in violation of this. It's the DOR's job to publish the expiration date as soon as they know it.

Then:

(c) For purposes of this subsection, even if the department of licensing provides the department with notice under subsection (7)(b) of this section before the end of the fifth working day of the month notice is required, the notice is deemed to have been received by the department at the end of the fifth working day of the month notice is required.

So even if they DOL tells the DOR on April 13th that the 7,500 was reached, that is to be treated as May 5th. Which means the incentives end in June, not May.

It will be an interesting next few months...

Perhaps they hit 7,500 & it was only reported internally - ending the program & requirements for reporting externally.
