I am wondering if this is still true for those who have already paid for the car, in cash. Part of preparing for delivery allows you to electronically pay for the balance of the car in advance of its arrival. Would paying for the car in full result in a different approach to the 3-day window?

Have you checked the source code to see if there has been a VIN assigned? It often shows up there before you receive the Bluetooth text or other notifications.

Mine shows the same "15" miles on the MVPA. I assume it is an arbitrary number that covers various state laws which require them to divulge the mileage on all vehicles sold. You don't want to under-estimate, and 15 probably covers all contingencies. But this is just an educated guess.
