Appeal to Tesla to unlock all those software-limited High Amperage Chargers

is it then confirmed that facelift Model S and X before 1 July don’t have the actual hardware for 16.5 kWh and can only do 11 kWh at most?

My Model S is a late May build 2016. I tried to get the charger upgraded and they told me it wasn't possible, the car does not have the higher amperage charger built in and at least in the US they don't have access to the higher current charging hardware. So there is no upgrade path.
 
May 2017 build and I'm stuck with my 48amp charger, which is better than what they're delivering these days (32amps in M3/Y), so that's a win I guess. My 48amp charger also crapped out a year ago. I bought a used one on EBay and had a heck of time replacing it. Saved $2500 having Tesla do it.
