The bottom-up approach to count the Carbon Budget consists in first giving to the UN the declaration of what are the Carbon Emissions for each Country and then calculating what amount of these Carbon Emissions can be absorbed by the Earth naturally.
But according to the ESA (European Space Agency) Earth Observation Department there is also the top-down approach to count the Carbon Budget consisting in calculating the Carbon Emissions of each Country directly from the Space with Satellites.
I guess that the top-down approach is useful to check if each Country declares the true amount of Carbon Emissions.
This is CARBON MONITORING which is necessary considering the gravity of the Climate Change issue IMO.
