The bottom-up approach to count the Carbon Budget consists in first giving to the UN the declaration of what are the Carbon Emissions for each Country and then calculating what amount of these Carbon Emissions can be absorbed by the Earth naturally.
But according to the ESA (European Space Agency) Earth Observation Department there is also the top-down approach to count the Carbon Budget consisting in calculating the Carbon Emissions of each Country directly from the Space with Satellites.
I guess that the top-down approach is useful to check if each Country declares the true amount of Carbon Emissions.
This is CARBON MONITORING which is necessary considering the gravity of the Climate Change issue IMO.

ESA is also developing World Emission, a new GHGs monitoring system consisting of Satellites and ground-based Stations.
 

As I thought Vice President Kamala Harris will join COP28. As you can see VP Harris has SERIOUS INTENTIONS to contribute to COP28 to work out the Climate Change issue, and she also says that President Biden (POTUS) has same intentions.

Vice President Kamala Harris is heading to COP28 with the intention to continue the global leadership of the USA in the fight to the Climate Change issue.

Only a 14% chance of limiting warming to 1.5 C under the most optimistic scenario. (Not 14% chance of 1.5C warming)
Sorry but I believe we have already passed 1.5C or rather at least that much warming baked in. With CO2 having a half life of about 100 years, and the thermal inertia of the oceans, even if CO2 were to suddenly full stop we have at least 20 more years of warming before we reach equilibrium. And we are nowhere close to stopping CO2. The sad truth is it is still growing.

At COP28 ESA will contribute with Satellites checking from the Space if the real Carbon Emissions of each single Country match the Estimated Carbon Emissions and Budget given to the UN, implementing this way CARBON MONITORING for each Country.

Also in this graph it can be seen that the Absolute Temperatures are higher than ever starting from June to November. 6 months in a row of warmest months on record (black line).

Also on the 17th and 18th of November 2023 we breached the threshold of 2 degrees Celsius of the Temperature Deviation.
So while in September 2023 we breached the threshold of 2 degrees Celsius of the Temperature Deviation only one day (17th of September) in November we did same thing for 2 consecutive days. It looks like the Climate Change issue is getting worse.

At COP28, as I said in the quoted post, ESA discusses the usefulness of Earth Observation to implement Carbon Monitoring in support of the Paris Agreement.

The president of Cop28, Sultan Al Jaber, has claimed there is “no science” indicating that a phase-out of fossil fuels is needed to restrict global heating to 1.5C, the Guardian and the Centre for Climate Reporting can reveal. Al Jaber also said a phase-out of fossil fuels would not allow sustainable development “unless you want to take the world back into caves”. The comments were “incredibly concerning” and “verging on climate denial”, scientists said, and they were at odds with the position of the UN secretary general, António Guterres. Al Jaber made the comments in ill-tempered responses to questions from Mary Robinson, the chair of the Elders group and a former UN special envoy for climate change, during a live online event on 21 November. As well as running Cop28 in Dubai, Al Jaber is also the chief executive of the United Arab Emirates’ state oil company, Adnoc, which many observers see as a serious conflict of interest.
