Here is the answer i got from Teslas productsecialist:

All about Perf + :

The Performance Plus suspension tune was developed with the driver in mind. The re-tuned dampers add a very comfortable, yet firm ride that help to transform the Model S into a driver’s car. The dampers work with an updated rear suspension, which boasts an array of new bushings that increase the lateral stiffness and help to spice up the back of the car without compromising comfort. The steering response comes as a direct effect of the dampers and bushings, reducing the delay between the driver input and the vehicle response. This brings you more in tune to your Tesla, and the road beneath it. To tie your Model S Performance Plus to the road, the 21” wheels are wrapped in larger Michelin Pilot Sport PS2 tires on the rear, which helps the driver unleash what the Model S Performance Plus is truly capable of; precision handling that allows the driver to maintain a desired trajectory without any correction.

Below is a list of upgraded components and how they help to create the Model S Performance Plus:
Stabilizer Bars – In a typical “performance car”, large stabilizer bars can corrupt the steering and degrade the ride; but not in Model S Performance Plus. Thanks to our low center of gravity, we have increased the stabilizer bar size front and rear without the negative side effects, allowing greater body control and more predictable handling.
Damping – Tesla’s philosophy on damping is to maintain good handling behavior with good control, while also adhering to a supple ride. The damping characteristics available on the Performance Plus help to bring feedback from the road to the driver to enhance your driving experience, but still manages to encompass road undulations with ease.
Bushings – Tesla focused their attention on increasing lateral stiffness at the rear suspension to improve steering and overall vehicle response. This has been achieved by new and improved compliance characteristics throughout the suspension, thus allowing the springs and dampers to work more efficiently.
Tires – Performance Plus sports new Michelin Pilot Sport PS2 tires on a wider rear wheel, which allows its higher performance threshold to take advantage of the improved lateral stiffness of the car.

Did he say, if the wheels/tires are included in Perf+?

Otherwise it would be just damping, stabiliser bar and bushings. BMW is asking 420EUR for this feature for a 5 Series car and Audi 390EUR for the A7.
I just cannot believe that Tesla would be so ignorant about the market, but the European product specialist is insisting that wheels are not included.

When I asked on the phone spesifically about the price, telling Tesla that I thought the price of €6600 was extreme when it did not include upgrade to 21" rims, the answer was that it was expensive partly due to high developement cost..

Interesting change in the Perf+ Package description:

Performance Plus Package
Performance Plus takes one of the world's best sedans into supercar handling territory, while also improving ride quality and range. After hundreds of iterations affecting every detail of the suspension, our vehicle dynamics team was able to achieve the rare outcome of simultaneously improving performance, comfort and efficiency. In addition to upgraded dampers, bushings, stabilizer bars and tires (Michelin Pilot Sport) , the rear wheels are 20 mm wider and staggered for improved acceleration on low grip surfaces. Range improvement is 8 to 12 miles. Requires 21" Wheels, available in Grey or Silver.

For Europe, the package does not include the mentioned tire upgrade to Michelin Pilot Sport, as these are standard in Europe on the 21" rims. The rear wheels are wider, though.

Ok,so then it really cost NOK 37000,- for this ....hmm what to do? Is it really worth it? I have seen some critical remarks to the suspension of this car, lack of the sporty feeling. US cars are not well known to be too sporty:)
It is now starting to be a expensive car, passing NOK 710.000,- with full option.

Yes, it's expensive. But I also think and actually during test drive thought that the suspension could be better. If they throw in some sportier seats the decision would be easier. I'm also wondering how solid the 8-12 miles range improvement is.

I was really upset about the communication in Europe as I was sure that the 21" rims are included, but turns out that I was wrong. Now it really is an expensive option for an already expensive car. Some people say that if you get n expensive car it should also have most of the options. Otherwise it will be harder to sell. So probably if you already get the Performance you should also get Perf+...

I highly doubt that. My current Lexus has all the options, but the price difference after 5 years with a similar Lexus and about 20k euro less options is 2k. It turns out the depreciation of the options is 90%, the depreciation on the value of the car (if you leave the options out) would have been 60%).

Today the status of my Model S changed from "Your order has been sent to the Tesla factory" to "Your Model S is under production on the Tesla factory"
Can this be right?
I was under the impression that the production of the EU models was pushed to june.

Certainly production in June has been communicated, including by Elon Musk in Oslo. It would be surprising (and very pleasing) if they have started already.

What counts against it is that they still have not disclosed the specifications for the European chargers. They should have those specs ready well ahead of production start, and if they already have them why would they not communicated them?

I guess it means that your car's configuration has been entered into the production system. This is the point of no return. You wouldn't be able to make anymore changes now. June is only 7 weeks away so I wouldn't be surprised that they enter the data a couple of weeks earlier.

"Your order has been sent to the Tesla factory" normal reflects this status (as far as I'm told), so this should mean it is actually entering the production/building process, allthoug might not be completed until they arrive in Tilburg or Norway - who knows...

My status changed to "Your order has been sent to the Tesla factory" today. Great! I have RN 024655, EU Signature Performance #46.

I did have a struggle with the new options. First I could not get the price that I would have to pay in Sweden. Last night at 22:40 I got an email with the correct price for me. I had already calculated the Norwegian price to Euro and I have to pay more. And on top of that 25% Swedish tax, later when I get the car ;-)

I'm glad those options came at the last minute so I could order them in time today, as they sent the order to the factory
