So that would include second hand purchase of early Model S.

Stamp duty will be removed from EVs that cost less than $78,000 by September this year, and a $3000 rebate given to the first 25,000 vehicles sold in NSW for under $68,000.
So really only applicable to SR+ in NSW. The delivery fee take the LR over the top.
Once the distance-based tax is implemented, stamp duty will be abolished on all electric vehicles and plug-in hybrids.

They're the state government. It goes without saying they'll go off new car registration data. They haven't said what time period it counts against, but the idea that it'll be 30% before 2027 is kinda inherently absurd, so it doesn't matter.How is the 30% of all new vehicle car sales calculated? If for example there is a week where Tesla ships in 2,500 cars into the state, that may make it over 30% of all new car sales. Would it be based on the previous financial year? No answer anywhere...
