Ok, I checked with my OA, he confirmed for me that they DO rollbacks, BUT there has to be less than 20 miles on the car for them to be able to "legally" do it. Something to do with registration and not being able to go lower. Not sure about the depth of the reasoning there, but I believe him when he says they could do it if it had few enough miles.

Yes. I was told the same as my OA said they have to recreate the car document - I forget the name she used. Since then it gets sold as a different car. I was only looking at brand new cars so wasn't an issue.
