So long as there is no big delay in getting the utility transformer installed and everything energized, then it should certainly be operational before year end. When talking to planning/zoning boards, Tesla says that they generally expect the construction phase to last 3 to 6 weeks. But timing/scheduling with the utility and transformer procurement is always a bit of a crap shoot, so even if they are basically done being built they could end up having to wait months until things are actually finished.

Status as of this morning is: they are working on a Saturday, pad and foundation concrete poured and curing, steel post in place for the fencing and large boxes in the enclosure which may be the charging structures (only a guess). Here are a couple of pictures.

Based on the conduit sets, to me it looks like 6 Supercharger Cabinets for 12 stalls (or potentially, though much less likely, 11 stalls). Though I guess it's also possible that they've installed extra conduit to allow for future expansion and there'll actually be fewer installed initially. But, regardless, we should see definitively pretty soon.
