Summon is part of the Full Self Driving Capability (FSDC) option. See Design Your Model 3 | Tesla . It is not part of the standard Auto Pilot functions, which includes TACC and Auto Steer and AEB.

Until recently Summon was part of the Auto Pilot option but then Tesla reconfigured that option.

I doubt that Summon will ever be “free”.
