I wonder if the original 21 chargers will be updated to 250kW, or they may stick the 250 signs on the new ones
Doubtful. Not Tesla's MO. I have yet to see a site where they "upgraded" existing V2's to V3's. They typically leave the old ones alone, or remove them entirely. My assumption is that the servicing of them becomes more than it's worth. Hopefully, they leave them. In a mall like this, I like options: a fast charge for getting back on the road quickly, or a slow charge to allow me time for dinner/shopping.

There are at least a couple of times where Tesla upgraded Superchargers: Fremont and Kettleman City. In both cases, they only upgraded a subset of chargers, leaving a mix of v2 and v3. It's actually a pretty big project...they have to change out the pedestals and the charger cabinets at the very least. I'd guess they did upgrades partially to test out the technology.

But other than those exceptions you're right, upgrading Superchargers isn't generally done.

Looks the same from over a month ago but still not activated. I wonder what’s the holdup. A small wait today (Saturday afternoon) so additional stalls are much in needs.

Charging
28 Superchargers, available 24/7, up to 250kW
21 Superchargers, available 24/7, up to 150kW

Note: In general there are 4 stalls per 250kW inverter. So are there 7 inverters?
Yes, the typical maximum V3 configuration is one 2500KVA utility transformer powering 7 V3 Supercharger Cabinets and 28 stalls. Sites like Firebaugh have two complete sets for 56 total stalls.

Well well well, look who us getting a big expansion. I counted 28 of those pedestals. Looks like San Clemente Outlets will soon have 21 current V2 plus 28 upcoming V3 looks like.
Honestly looking back to all the postings, the #295 was the first one making reference to 28 V3 Stalls.

Also, for the #299 posting, the left picture was showing 16 stalls and the right picture was showing 12 stalls, so a total of 28 new Stalls.

The #312 posting, making reference of 26 V3 Stalls was wrong.

It seems that Tesla don't install any more 72 kW Superchargers, or even public L2 chargers with a J1772 plug,
something who could be usefull in the case of a big Mall parking lot. With those 350 kW Superchargers,
charging would take maybe 20 minutes, so if you were coming for shopping too, you would stay in your car,
then move your car and then go shopping.

What’s unfortunate is that if you’ve never been to this SC the navigation will bring you to the new chargers first. You plug in, get no power and wonder what the hey. The other 24 chargers are almost out of sight.
It’s conceivable that someone new to this site would get in their car and drive away. Fortunately the other San Clemente SC at the Target is less than 2 miles away for those that make that mistake.

Tesla should either turn the new SCs on ASAP or put the yellow tape back on until they are ready.
AND add some signage directing new users to the other 24 SCs.
