Yes, Los Angeles is made up of 86 different cities (85?). West Hollywood and Malibu are just the most recent entries to enter the incorporated market, and even these many years ago now. Hollywood is not a city. It is a district within the City of Los Angeles. Same with Sherman Oaks, Encino, etc. Santa Monica, Beverly Hills, Culver CIty, etc, are also independent, with their own governments.
I don't think Tesla buys anything for the most part. They tend to just lease for a small fee, or nothing, land, in exchange for upgrades and the promise of bringing in traffic.
