Tesla not allowed to sell the new S/X

i was wondering why there hasn’t been any reported deliveries of the new S/X yet. It seems There’s a legal reason why there’s a delay. Check it out

This is why I no longer watch Alex Guberman, he seems to over inflate troubles with Tesla. Example (he once hinted that Tesla may have set their factory on fire to delay the Model 3 release) after that I had enough of his stammering.
 
Haven’t watched the video but I’m guessing this is just a timing issue and deliveries will start once the models are certified. I think this has happened in the past but can’t recall the specific circumstances.
Something similar happened with the first S100D’s were released as well. Mine and a bunch of others sat at the delivery center for almost a week waiting for monroney sticker approval
 
We had the first S 100D delivered in Texas. Our S sat at the local service center for a month, waiting for the EPA rating to be approved, so Tesla could sell us the car.

The biggest frustration with the delay was how difficult it was to get anyone in Tesla to tell us the reason why Tesla couldn't sell us our S. It wasn't until we got someone at Tesla HQ that we got the actual reason. Our Delivery Specialist and the local Service Center evidently weren't aware of the reason why there was a delay in deliveries...

Wouldn't be surprised for this to be happening again with the new packs. Tesla can get new changes into production much faster than the government can get through the approval process...
