This is correct. The above is for the brake light connection cable for towing, and the second metal part is called "towing eye" which you will screw in to the front bumper area to "get towed" your vehicle.

Thanks for everyone's replies. And yes, the front plate bracket wasn't installed yet. Did Tesla include any license plate frames? I'd assume they include at least one.
