yes, for continuous loads (like charging an EV), you only get to use 80% of a circuit's rated capacity. 48A requires a 60A rated circuit - not just the breaker, but the wiring as well. 40A requires a 50A circuit, etc etc.Just to add one point to aboe - i beleive to get the 48A you will need to have a 60A breaker, with the 14-50 NEMA adapter you will need a 50M breaker
