It sounds like the employees are saying additional camera locations are coming some number of months from now, so far it's only higher resolution cameras in the usual spots. The additional cameras will start on the Cybertruck, then the S/X, and then 3/Y.

Cameras can theoretically be retrofitted into the new spots down the line if the vehicle is set up for HW4.
 
Why not both?
Tough to do with different HW3 and HW4 processor performance, eventual higher HW4 camera resolution, possible added radar, and different collected data. The team needs to cut HW3 and run if they want to have time and resources to optimize HW4.

It's always possible they plan to continue to collect and save 2 different sets of data for HW3 and HW4 especially if camera positions change.

I think the NHTSA recall on FSD will help ensure resources continue working on HW3 and it's not just left to the wayside.
