If it doesn’t support passive entry what does it...do?

Good question. If the fob doesn't support proximity detection, how do you use it to start the car?Do you think we can just keep the key fob in our pockets and the car will drive?

Sounds like the fob is only used to open/lock doors/trunks/frunk?
$150 for a key fob for a car I just bought 30 days ago fr $60,000!!!! REALLY! I guess I can just keep trying my phone which only works about 25% of the time and only then if I turn the Bluetooth on and off while I am standing in the rain. Or I can use the cards which work fractionally better. C'mon Tesla (Elon) really are you that hard up for cash. Every car I have purchased in the last 20 years came with at least 2 fobs. My GMC truck came with three!!
The key is only $40, the stupid box you throw in a landfill is $110...$150 for a key fob for a car I just bought 30 days ago fr $60,000!!!! REALLY! Ahem.Note: Does not support passive entry. Review Owner’s Manual for additional information.
Ahem.
Far be it for me to mention that I suspected this would be the case. To all you geniuses (not specifically directed at my Quote) that gave me a 'thumbs down' on my comment, I now remind you of your hubris.
Until next time.

Thanks for the information @OP! I was hoping the key fob would be free for existing owners but I won't plan to get one if it cost me money. I'm content with the keycard and phone key
Are they going to provide one for free or not? I wouldn’t buy one yet until there is a definitive answer.
Ahem.

Email from Tesla today....Calm down, folks. Tesla has already stated that they would provide a key fob free of charge to current owners:
Tesla Model 3 Key Fob Free To Current Owners, Included For New
Disappointing that it doesn't support passive entry.
But, I'll probably still get it for smart summons and as a backup for entry.
The only way I used summons on my Model S was to use the Fob. I'm not about to trust my phone on the Model 3.
I’ll send that puppy back if that’s all it does....
Is it confirmed that the fob will support Summon? I mean, they can't even get the fob to support Passive Entry...
Good point... we'll see how it is and i'll post my thoughts once i receive it. probably next weekI guess they became too paranoid over all those relay attacks to offer passive entry anymore. Disappointing because it's not like it's making anything worse. You already have the same weakness with the phone keys already.
