The normal spots are general parking without limitations but asking as a courtesy to leave it for EVs to charge. The disabled spot is theoretically reserved for charging use by people with the required placards/plates, but it's not clear whether it's legally enforceable because the CA Vehicle Code hasn't yet been updated to include the matter and the spaces don't qualify as normal disabled parking spaces. The CA Building Code requires the spaces to be included when building public EV charging stations. Regardless, don't be too surprised if you get dirty looks and/or a ticket if you choose to use such a stall.
