There's not really a separate rain sensor. Tesla uses the front cameras that look through the windshield to detect rain.

If your wipers start going wild on a sunny day, stop and look for a fresh bug splat in front on the cameras.
I don't know if even bug splat or other window "decoration" is the ONLY reason for this stuff... There is an on-ramp around my house where I can consistently trigger the wipers on EVERY bright and sunny day. It's completely weird, nonsensical, and idiotic...but it is also entirely consistent behavior. I don't know if it's some sort of reflection, shadow, or who knows...but it's just an example of how sometimes "smart" can suddenly be "stupid" when not fully executed.
