No, the web browser has no API to access CAN data. The Tesla browser uses the standard W3C geolocation API that most other browsers also implement.

No, only Dania Beach. That service center currently has a very large coverage area, including Miami and all the way down to the keys. I've heard that Tesla does have plans to eventually also open one in the Miami area, but I do not believe any official plans have been yet announced.
