Illinois Green Energy Bill - $4,000 Rebate - Good/Bad News

I cannot locater any sources for the $6M or the higher $7.3M

If $6M - At ~15 cars per business day - this will take 100 bus days or 20 weeks or Last week of October 2022 ??

(30 ILCS 105/5.427) - Sec. 5.427. The Electric Vehicle Rebate Alternate Fuels Fund
(415 ILCS 120/27 new) - Sec. 27. Electric vehicle rebate.
(a) Beginning July 1, 2022, and continuing as long as funds are available, each person shall be eligible to apply for a rebate, in the amounts set forth below, following the purchase of an electric vehicle in Illinois. The Agency shall issue rebates consistent with the provisions of this Act and any implementing regulations adopted by the Agency. In no event shall a rebate amount exceed the purchase price of the vehicle.

(1) Beginning July 1, 2022, a $4,000 rebate for the purchase of an electric vehicle.

(2) Beginning July 1, 2026, a $2,000 rebate for the purchase of an electric vehicle.

(3) Beginning July 1, 2028, a $1,000 rebate for the purchase of an electric vehicle.

(b) To be eligible to receive a rebate, a purchaser must:

(1) Reside in Illinois, both at the time the vehicle was purchased and at the time the rebate is issued.

(2) Purchase an electric vehicle in Illinois on or after July 1, 2022 and be the owner of the vehicle at the time the rebate is issued. Rented or leased vehicles, vehicles purchased from an out-of-state dealership, and vehicles delivered to or received by the purchaser out-of-state are not eligible for a rebate under this Act.

(3) Apply for the rebate within 90 days after the vehicle purchase date, and provide to the Agency proof of residence, proof of vehicle ownership, and proof that the vehicle was purchased in Illinois, including a copy of a purchase agreement noting an Illinois seller. The purchaser must notify the Agency of any changes in residency or ownership of the vehicle that occur between application for a rebate and issuance of a rebate.

(c) The Agency shall make available in application materials methods for purchasers to identify as low-income.

The Agency shall prioritize the review of qualified applications from low-income purchasers and award rebates to qualified purchasers accordingly.

(d) The purchaser must retain ownership of the vehicle for a minimum of 12 consecutive months immediately after the vehicle purchase date. The purchaser must continue to reside in a covered area during that time frame and register the vehicle in Illinois during that time frame. Rebate recipients who fail to satisfy any of the above criteria will be required to reimburse the Agency all or part of the original rebate amount and shall notify the Agency within 60 days of failing to satisfy the criteria.

(e) Rebates administered under this Section shall be available for both new and used passenger electric vehicles.

(f) A rebate administered under this Act may only be applied for and awarded one time per vehicle identification number. A rebate may only be applied for and awarded once per purchaser in any 10-year period.
 
My SA tells me only a limited number of people will qualify for this $4K rebate since there is only enough money in the fund to cover more than a handful of July registrations. In other words, you order a car now, it comes in around September, and you're probably out of luck. My car is scheduled for end of the year, or early 2023. I will be out of luck for sure. 1500 cars will go quickly. He guesses that with 80% going to Tesla sales in Illinois, and with the number they sell at all the Illinois Tesla locations, that two to three weeks will exhaust the $6M fund.
That is 100 cars per business day (in Illinois) or 12% of all US Tesla production over 3 weeks ?? Not buying that rate.
 
^ And it isn't just for Teslas. There will be lots of people delaying their pick-up dates into July. Then other rushing their pick-up dates forward (if possible) to get into the queue. Then there are the used car sales, which are also eligible. I don't think it will take long to exhaust the allocation of the funds.

I see a provision in there that says the car needs to be purchased at an Illinois dealership, I wonder if is Tesla considered "in-state" since its being delivered from either CA or TX?

My understanding is that if the car is picked up at an official Tesla location in Illinois, or bought as "used" at any retail car seller in Illinois, those are considered "dealerships" in the context of the bill. Now, that said, no one has yet picked up their car in July 2022 yet, nor has applied for the money.

I just ordered a PMY with an EDD of 28 July - 8 Sept, fingers crossed that's accurate. But since I live 40 miles from the St Louis Store that's where the online order automatically scheduled my delivery. I contacted a Tesla rep in Las Vegas who I have been chatting with for weeks now (Georges Abkar) who immediately updated my order to deliver the car to Bloomington IL (about 160 miles north). So I hope Tesla's EDD is accurate and IL doesn't run out of money. But to be honest I have not factored that $4K into any of my budget/purchase considerations and it will be "found" money should I get it.

I took delivery on Aug 25th and mailed my package on Aug 26th. A friend who submitted his two weeks earlier had his rejected because he failed to include a copy of the registration. He wasn’t provided one at time of delivery from the Blooming store. He eventually got one from them and was allowed to resubmit his package after speaking with someone in the IL EPA Rebate office.
