Belgian number plates is a possibility. BM-86. Diverts from the normal. Personalizing plates costs ~1000 euros.

I think German red "test drive" license plates (Belgian plates are a very dark red nowadays)

BTW vanity plates have doubled in price to 2030 EUR - worse even, the Finance Ministry said in January it would lower the price back to 1030 EUR somewhere in Q3, and still hasn't done so - you can imagine the Osbourning effect of that communication :)

Red German license plates always begin with a zero though. Also it's definitely not the same plate as on the one spotted in Bavaria shortly before. Because of this and because Norway isn't exactly around the corner from Bavaria, I'm thinking maybe Tesla operates a small fleet of test vehicles in Europe.
 
Alright, your job it to take this new car that is extremely rare and I want you to drive it all over Europe so people get really jealous.

Man I have been watching the jobs board at Tesla.com and I have NOT seen that job posted or I would have applied! Perhaps I had the Fremont filter turned on...

Just to add on that I read they have spotted 31 cars at that site, BTW quote from Model 3 Owner club: My boss, whose nephew works for Tesla, just heard "any day now" for his Model 3 delivery – his VIN# is 1129.

The font looks like the one used in Germany (but not exclusively), yet the type of plate is strange. There are no currently plates in Germany that have such a numbering scheme. Not even test verhicles or "speciality" numbers. Until 2007 there used to be plates with a similar scheme like
xx ...
for example
DA 621
but these were reserved for official use of local services like the fire brigade etc. And anyway, these numbers are no longer issued.

View attachment 263158 Saw a White Model 3 at the San Diego Tesla Service Center today. Could it have been a founders series? SN was something close to XXXXXF000087

To add to this, I took the other angle. :p VIN was actually 086.

Note that this has a matte wrap or something so it may not be best reference for how the white will look.

Just got off the phone with my sister who casually said that yesterday that on her drive back to Little Rock, AR from Chicago she stopped in Mount Vernon, IL and she said that she parked right near the SuperChargers. She was wondering if I knew about them. She then said there was a grey/silver Tesla charging. She said it was a smaller then our car. Of course she didnt even think to take a picture of it or look at the VIN. But after discussion it was definitely a 3.
