The poll has a hole big enough to fly a Starship through.

Tesla could apply for limited area/conditions regulatory approval for a limited ODD (kinda like Mercedes) tomorrow (well NOT actually tomorrow but....). So Tesla could have a L3 working system within a couple of months in limited areas/conditions.


Also what is a Waymo "wide release" defined as?
 
If FSD is as good or better than a human driver, insurance companies should be fine with it, or else Tesla Insurance will roll carpet for it. Supply and demand.
The problem is that Tesla has deep pockets and a lawsuit could cost a billion. I'm in favor of legislation that would limit liability if it can be proven that use of self driving tech substantially saves lives overall. Even if looks like the car murdered someone. Case in point: the Cruise uproar.
 
An insurance company is much different than a maker of product. Product liability laws are quite strong and favor those harmed. There is plenty of precedent with multi billion dollar awards. Phillip Morris was ordered to pay $28 billion dollars.

It is unlikely that FSD will harm as many people as Tobacco, assuming it is on par with human skills. It should reduce the likelihood of injury or death, when released in autonomoous mode.

Insurance companies handle product liabilities too.
