Only 1,000 amp service for 4 cabinets/16 stalls!? Yikes.

It depend on the voltage !!!

BTW, the Highway 205 and the Glenn L. Jackson Memorial Bridge is a good way
(and the only one) to avoid downtown Portland and the Oregon-Washington Bridge
which are often very congested, especially during rush hours, when driving on Highway 5.

They need both to open so it doesnt really matter how far along each permit is until both are marked as final/complete. Separate permits so separate inspection process.

Unless they have a never before seen 960V 3phase service, it will be 480V 3phase for which 1000A would equate to 8 stalls.

Rough math: 480*1.732*1000=830kw or about 100kw per stall. That drops to 50kw with 16 stalls if only 1000A. Hopefully there is something else going on or these will be limited to slower than urban chargers when more than 8 cars are present.
 
That depends on the SOC of each vehicle and when it plugs in. But V3 sites are normally limited to ~90kW per stall if every stall is in use and the cars request at least that much.
Looking at the V3 charge curves for M3/MY LR from InsideEVs, for 16 cars that would be any car with 80% or lower SOC would max out the station at an average of 50kw per car, no better than Chademo. If we are talking 8 cars, if they are all below 60% SOC then they would draw more than 100kw and max out the station. That is normal for a full site but quite abnormal for a half full site. Imagine pulling in at this site full at 10% soc and needing 1.5 hours to get to 90%. 0-80% at empty V3 is only 32 minutes.
