Is this in Marysville by Tulalip casino?

The address of the Electrify America Charging Station is 10600 Quil Ceda Blvd, Tulalip, WA 98271

So yes, it seems that the mentioned mall is the one located just at the north of the Tulapid resort.

There is also in Tesla.com/findus a Tulapid future location scheduled for Q3 2023.

Electrical permit applied this past week.

Those boxes look tall enough to be V4… Wilsonville might just be the sea change.
The charging cabinets are identical as far as we can tell from info plates on them but internally they may allow higher voltage, we won’t know until they allow CCS charging and cars capable of 350+kw plug in.

As mentioned, if you look closely at the second picture you can see V3 posts in the open container door.

Yeah, it was less about the capabilities of the chargers (whether cabinetry or dispensers) and more about the physical size of the boxes in which they're shipped – V3 being ~6', V4 being closer to 7; those boxes appear to be the latter (assuming the fence is 6' – perhaps a poor assumption).

Zoom in and enhance!

Uhh, okay – I guess I can see them, sorta-kinda.

I checked this site yesterday. Ongoing work.

As others posted, the site is in the middle of the parking lot that extends all around the mall, so I hope ICE'ing won't be a problem. The Tesla SC site is just west of (but not adjacent to) an EA site that wasn't being used at all but also wasn't ICE'd.

Second, it's a very awkward location if a traveler is doing anything other than shopping at this mall.

If the choice is between getting a charge or being towed, there is no such thing as "a very awkward location".

Looks mostly complete. Cabinets are installed behind the fence but I couldn’t find the transformer. There is one large, empty conduit sticking out of the ground near an existing 225 kVA transformer, but it doesn’t look like there is enough room for a large transformer in that spot.

Is there not space for it on the pad in front of the cabinet enclosure? It looks like there is a piece of plywood on the ground in front of the trash and recycle bins. The bollards also point to that being the spot. No need for bollards when you have a fence around the cabinets.
