This is the real population problem...

The challenges facing Kerala and Japan are increasingly common across much of the world, where families are getting smaller, and people are living longer.

Falling fertility and falling mortality combine to speed up overall ageing of a population. By the middle of the century, a majority of countries still enjoying the demographic dividend of youth will be in sub-Saharan Africa, UN figures show.

Elsewhere, across Asia, Europe and Latin America, governments will need to support fast-rising numbers of old and vulnerable citizens. Very few countries have started making the social, political and physical changes needed, even though it is not a challenge that has crept up on politicians.

Government need do nothing since there is no problem. Population is still growing in the US and projected to continue in the near term. Population decline would actually help in many areas struggling to meet the needs of current populations which have grown too fast.
Decline isn't a problem. Rapid decline is a potentially signifcant problem. Potentially, because it depends on the general health and wealth of the population.

Local population changes are different than world population "collapse" that Elon and others are fear mongering about. We need solutions to deal with those but I doubt "just have more kids" is going to be one of them.

It's the same problem but having more kids is not the solution.
We need to deal with changing demographics and shrinking economies.

pretty hilarious that Elon - who wants to move the world to sustainable energy, less pollution and also predicts robots doing most of our tasks in the future - is so worried about couples having only 1 or no kids. So we need less manual labor and want to protect the environment ... the amount of urban sprawl in Texas and other areas is absolutely insane. not much nature left in order to pump out more and more suburbs...

How can it be the same problem when world population is still increasing? They are in fact opposite problems.
The problem is changing demographics. Even though population is increasing in some areas, the demographic shift of a bulge at different ages causes problems. As people live longer, the bulge at upper ages creates problems for societies to support older people. Even countries with increasing population have to support young people until they become productive.
Hans Rosling has the best explaination:

yup. world population is still increasing and not by a small margin. USA population is also increasing as immigration is more than off-setting declining birth rates. but... Elon is apparently only a few steps away from endorsing replacement theories... that apparently every country in the world needs ever increasing birth rates and grow as just worldwide it's not good enough...

I’ve said it before, it’s not that 8 billion is not enough. It’s just not enough of the “right“ type of people For Elon. But Elon did have backing from the Saudis so the worlds greatest humanitarian was gonna team up with the worlds greatest humanitarian government. I think they call it the Khashoggi principal.
Elon thought he had funding from the Saudis

question for tough guy Elon: what is the proper pronoun for Xi Jinping,

Right, Elon picked a county with 90% Hispanic population to build his Mars rocket because "minorities are not the right type of people for him"...

If you want to invent a new "Elon bad" narrative, at least try to make it believable next time.

Sorry, I should have explained. At about 7:30 into the video, he discusses Pakistan's population which is growing rapidly and has a bulge of young people. That's part of their problem. Not good for them or the world in spite of what Elon thinks.
I don't think Musk has ever said we need to increase the global population, although he believes the world can sustain more. His concern is rapidly shrinking population.

If we want countries to develop, and they follow the same pattern as current develoed nations, regions and social groups, there is a risk of collapse.

So, have more children, although if you're working for Musk you might not get to see them as much as you'd like since you'll have to commute to the office every day and work long hours at crunch times.
