That NEMA 14-30 is a little sketchy looking. It looks like someone melted it and forced a NEMA 14-50 plug into it.

I was about to comment on that other outlet to say it's an L14-30, but then it dawned on me how crazy that installation is. Outlets are always empty slots, and you have to plug the metal pins into them. It's done like that so you don't leave exposed metal prongs with live voltage on them sticking out like that, where someone could accidentally touch them and get electrocuted.
It looks like someone installed this with a plug attached to it instead of a receptacle, which is really dangerous.

It actually looks like a generator inlet box, and shouldn't be supplying power. Your guess is as good as mine though if that is the way it is actually wired. Reliance Controls 30 Amp Power Inlet Box-PB30 - The Home Depot

Woops... I'm one of the idiots who plugged a 14-50 into that plug. It was night time when I did it so I'll use that as my excuse on why I didn't notice it wasn't a 14-50 :-D
On the plus side, nothing burned down and we charged the car from 10% to 90% at 32amps on the plug and the breaker never popped!

In all seriousness, I wish that was a thing like the NEMA 5-20R being able to accept both 5-20 and 5-15 plugs. A NEMA 14-60P that can accept 14-30, 14-50, and 14-60 plugs would be great for garages.It’s just a 14-30/14-50 hybrid

Side note: Forks Hospital just installed two new L2 SemaConnect chargers next to the helipad. I tried to test them but the power wasn't turned on yet. I contacted hospital administration and was told they should be turned on within "a week or so." I imagine they will be free to use:

Ugh, SemaConnect is the worst. There had been a set of Level 2 chargers in the Tri Cities that have been down since about July 2019. One shows the red light and the other is powered off. I’ve connected and reported to SemaConnect the status at least 20 times and still no one will do anything about them.

Semas are usually just managed by the owner. Did you try contacting the property manager?
