Just a little history. For the 2021 MYs that got EPA certification;
- Tesla submitted their application ot the EPA for MY-P & MY-LR 9/27/2020
https://dis.epa.gov/otaqpub/display_file.jsp?docid=51237&flag=1
- EPA certification issued `10/9/20
https://dis.epa.gov/otaqpub/display_file.jsp?docid=51224&flag=1
- Tesla application for MY-SR (RWD) submitted 12/21/20
https://dis.epa.gov/otaqpub/display_file.jsp?docid=52088&flag=1
- EPA certification issued 1/8/21

There were no other applications nor certifications for 2021 model MYs. However during the 2021 model year Tesla starting using the rear mega-casting and also increased the capacity of the battery pack. Apparently such changes did not require the certification to be updated. Since Tesla already has EPA certification for the 2022 MY-P and MY-LR perhaps that is all they need. Also it seems to take 2 to 3 weeks for the EPA to post applications and certification docs to their web site so its possible something else from Tesla is already approved, but not yet posted by the EPA.
I wouldn't be surprised if the ver. 2.0 MY-LR and the upcoming lower range AWD model are the same vehicle except for the battery pack capacity and firmware load. If that is the case then it should be easy for Tesla to produce both versions from Austin. Of coruse everything is just speculation at this point as none of us have enough information to make any firm conclusions.
