Yes - so why are we not doing it ?!?

Basically we (and loft of other countries, really) got 2 months of notice - since China notified WHO at the end of December to end of Feb when the disease really started spreading. Most of the countries completely botched up the response, probably slept through and did nothing. When the history is written there will be a long roll call of villains.

Because there is no "memory" of this in modern times. No one has ever encountered a pandemic, so the mindset of denial is hard to overcome.

I'm not sure I agree. Maybe I'm suffering from terminal Dunning-Kruger but what epidemiologists are saying makes perfect sense to me.

According to NBC News:

"A man suspected of plotting to blow up a Missouri hospital and was killed in a shootout with FBI agents was apparently frustrated with local government action to stop the spread of coronavirus, the FBI said Wednesday."

"The shooting occurred when the FBI tried to arrest Wilson when he arrived to pick up what he thought was a car bomb. But there was no actual bomb and authorities say no members of the public were ever in danger during the investigation."

Apparently that's an obsolete doc:

"An NSC official confirmed the existence of the playbook but dismissed its value. “We are aware of the document, although it’s quite dated and has been superseded by strategic and operational biodefense policies published since,” the official said. “The plan we are executing now is a better fit, more detailed, and applies the relevant lessons learned from the playbook and the most recent Ebola epidemic in the [Democratic Republic of the Congo] to COVID-19.”

A health department spokesperson also said that the NSC playbook was not part of the current coronavirus strategy. “The HHS COVID-19 response was informed by more recent plans such as the foundation of the National Biodefense Strategy (2018), Biological Incident Annex (2017),and panCAP (2018) among other key plans provided by the CDC, White House Task Force, FEMA, and other key federal departments and agencies,” the spokesperson said."

TLDR: Take the instructions with a grain of salt if it comes from China. Bring extra tools.

That is an after the fact rationalization for screwing up. They had a playbook, and they tossed it and the people on the NSC who created it, and were therefore totally unprepared for what happened.
