Supercharger expansion globally has basically halted as of July. I wouldn't expect much progress on anything until 2019 (or whenever Tesla starts to make some money).
To clarify this.. There was a giant push at the start of the year, and a TON of new chargers opened from June through Late Aug.. The thing is that only a handful of new chargers have started construction since July 1, and another handful got permits, but compared to the work done in the first half of the year, supercharger construction is essentially halted. I don't expect more then 10-14 more to open globally through the end of the year, compared to almost 1 a day from March - July.
