It's possible that this Owner Adviser is just trying to push sales by saying that the free supercharging is ending. This wouldn't be the first time an Owner Adviser pushed misleading information like this. I recall a similar incident in Texas a while ago. I assume that all the referrals that were made showing $500 credit would get the credit, even of they weren't all the first.

Or say person #1 orders and gets the credit and the $500 goes away from the referral code -- then person #2 orders without the credit, then person #1 cancels. Who gets the $500 credit? Nobody, person #2, or person #3?
