The next big milestone for FSD is 11. It is a significant upgrade and fundamental changes to several parts of the FSD stack including totally new way to train the perception NN.

From AI day and Lex Fridman interview we have a good sense of what might be included.

- Object permanence both temporal and spatial
- Moving from “bag of points” to objects in NN
- Creating a 3D vector representation of the environment all in NN
- Planner optimization using NN / Monte Carlo Tree Search (MCTS)
- Change from processed images to “photon count” / raw image
- Change from single image perception to surround video
- Merging of city, highway and parking lot stacks a.k.a. Single Stack

but what does ‘limited’ mean at this point?
Limited means that Tesla will do a staged rollout probably starting with around 1000 cars. This is usually the original group testers, YouTubers, VIPs and maybe a few randomly selected FSD lottery winners. After they get telemetery and feedback from these cars driving around for a while, they will release a 11.3.1 to a larger set of cars, prob around 10,000 or so. Repeat the evaluation, fix major bugs, then release 11.3.2 to everyone over the course of a couple weeks.

If all goes well, it should take about a month for the full rollout. If not, then 11.3 may be halted and they'll start over with 11.4.
 
Just don’t understand Tesla. Why are we held up from FSD because of newer updates. If FSD is available it should work if we upload each and every new update. Now they tell us that updating was a mistake. Waiting more than 7 days since I upgraded to city FSD. And there is no one to complain too. They say within 2 days you’ll see an update. Not happening
